The Supreme Court held that the first respondent, who was on deputation to the P.W.D. from the State Electricity Board, was entitled to be considered for promotion as he was treated as a permanent employee of the Board despite no formal order making him permanent. The Court clarified that the terms 'deputation' and 'reversion' indicated a return to the parent department, and since the Board did not establish new service conditions, the respondents retained their original service rights. The Board was deemed an 'other authority' under Article 12 of the Constitution, thus subject to judicial review under Articles 226 and 227.
