The Supreme Court held that the term 'sufficient cause' in the second proviso to Section 20(2) of the Minimum Wages Act, 1948 should be interpreted liberally, akin to Section 5 of the Indian Limitation Act. The Court found no evidence of arbitrary or capricious action by the Authority in condoning the delay in filing the application for overtime wages. Consequently, the Court upheld the Authority's decision to entertain claims for overtime wages from January 1, 1961, and dismissed the appeal under Article 136 of the Constitution.
