The Supreme Court upheld the validity of the Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1950, as amended by U.P. Act 1 of 1964, which deemed the Pargana Agori an 'estate' under Section 3(8) and Article 31A(2)(a)(i) of the Constitution. The Court ruled that the forest or waste land in the Pargana could not be considered an estate unless held for agricultural purposes, but since the Pargana was historically granted as a jagir, it qualified as an estate. Consequently, the notifications issued by the State were upheld as necessary for agrarian reform under Article 31A.
