The Supreme Court held that under Section 23(3) of the Maharashtra Co-operative Societies Act, 1960, the finality of an order does not preclude the State Government from exercising its revisional jurisdiction under Section 154. The Court clarified that while the Government's power to intervene is not compulsory, it is available in all cases except where a similar power has already been exercised by the Tribunal. The Court concluded that the Government erred in believing it had no jurisdiction in this matter, thus allowing the appeal.
