The Supreme Court ruled that Section 200(1) of the Bhopal State Land Revenue Act, 1932, does not bar civil courts from entertaining suits based on title, as the question of title is outside the scope of Section 71. The Court held that while revenue officers can determine certain matters, the civil court retains jurisdiction to adjudicate on title disputes, and the suit filed by the respondents was within the limitation period under Article 142 of the Limitation Act, 1908. The concurrent findings of fact by the lower courts were upheld, confirming the respondents' claim to be khatedars of the land in question.
