The Supreme Court held that the amendment to Section 19 of the Slum Areas (Improvement and Clearance) Act, 1956, did not affect pending execution proceedings. The Court ruled that the rights of the parties must be determined according to the law as it existed at the time the execution application was filed on July 22, 1964. Therefore, the execution application filed after the dismissal of the tenant's appeal was competent, and the objections raised by the tenant were rightly dismissed.
