The Supreme Court held that the Director of Consolidation of Holdings lacked jurisdiction to review his earlier order under Section 42 of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948. The Court found that there is no express provision in the Act granting the State Government the power to review such orders, rendering the Director's subsequent order of August 29, 1958, ultra vires. Consequently, the High Court's decision to quash the Director's order was upheld.
