The Supreme Court held that Paragraph 1(3) of the Sixth Schedule of the Constitution grants the Governor the authority to create new autonomous districts through public notification without requiring additional Parliamentary legislation. The Court clarified that the powers conferred by this paragraph are self-sufficient for the Governor's actions, and the appellant's challenge to the validity of the Governor's notification was dismissed. The Court affirmed the Governor's notification creating a new autonomous district effective from December 1, 1964.
