The Supreme Court held that under Section 343 of the Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1952, the State Government must be notified of objections to Compensation Assessment Rolls, as it is deemed a necessary party. The Court ruled that failure to serve notice to the Government invalidates the proceedings, allowing for reopening of cases ex parte. The High Court's issuance of a writ of prohibition was deemed erroneous, as the Compensation Officer retains jurisdiction to decide on reopening the proceedings.
