The Supreme Court held that Section 43A of the Motor Vehicles Act, 1939, empowers the State Government to issue directions to the State Transport Authority solely in relation to its administrative functions, not its quasi-judicial functions. The Court clarified that the Transport Authority's evaluation of permit applications constitutes a quasi-judicial function, thus subject to judicial review under Article 226 of the Constitution. The appeal was dismissed as the Government Order directing the Transport Authority was found to exceed its statutory powers.
