The Supreme Court held that the three days notice requirement under Section 27(3) of the Mysore Town Municipalities Act, 1951 is directory and not mandatory, thus the absence of such notice does not invalidate the proceedings unless prejudicially affected. The Court clarified that 'sending' a notice does not equate to 'giving' it, and since 19 out of 20 councillors attended the meeting, the resolution of no confidence against the appellant was upheld. The Court also found no contravention of Section 24(1)(a) as the Vice President presided after the appellant left the meeting, and the notice requirement under Section 23(9) was satisfied as the appellant received adequate prior notice.
