The Supreme Court ruled that the Governor of Punjab had the authority to revoke the leave of a civil servant under Rule 3.26(d) of the Punjab Civil Services (Punishment and Appeal) Rules, 1952, even after the date of superannuation. The Court held that the revocation of leave and suspension were valid as they were necessary for conducting a departmental inquiry under Section 7 of the Rules. The Court also found that the orders were not mala fide and upheld the High Court's jurisdiction under Article 226 of the Constitution to review such orders.
