The Supreme Court held that the suit filed by the residents of Gudur was barred by Section 4 of the Madras Irrigation Tanks (Improvement) Act, 1949, which prohibits any court from entertaining suits to restrain the exercise of powers conferred on the Government by Section 3. The Court clarified that the proposed alterations to the Chennur anicut were within the scope of Section 3, aimed at increasing the efficiency of the Chennur tank. The absence of a notice as required by Rule 5 did not invalidate the Government's proposed actions, and thus the suit was effectively an injunction request against the Government's powers under Section 3, leading to its dismissal.
