The Court ruled that the requirement for notice for adjourned hearings under Rule 8 of the Orissa Rules did not apply, and the Minister's statements did not indicate personal bias. Furthermore, the omission of the operation date in the final scheme was deemed a substantial compliance with Rule 3(vi), and the Transport Controller had the authority to publish the scheme under Section 68C of the Act.
