The Court quashed the Magistrate's order that allowed a non-special police officer to present a charge-sheet, affirming that the Act is a complete code that prevails over the Code of Criminal Procedure, 1898, specifically Sections 5, 156, and 551. The dissenting opinion argued that the powers of a station-house officer were not excluded by the Act's provisions.
