The Supreme Court upheld the constitutionality of Section 7A and Schedule IV of the Delhi and Ajmer-Marwara Rent Control Act, 1947, ruling that the classification of premises based on construction completion date does not violate Article 14 of the Constitution. The Court found that the procedure for fixing standard rent does not contravene principles of natural justice, as the Rent Controller's powers are exercised judiciously. The Court affirmed that the proceedings were valid despite the fixation of standard rent for vacant shops within the same building.
