The Supreme Court upheld the constitutional validity of a cess levied on sugar cane by the erstwhile Ruler of Gwalior State under Article 265 of the Constitution of India, affirming that the order dated 27-7-1946 constituted a law enacted by the Ruler and thus was valid post-1950. The Court found that the levy did not violate Article 14, as it aimed at cane development and was based on permissible geographical classification. The ruling followed the precedent set in Madhaorao Phalke v. The State of Madhya Bharat, [1961] 1 S.C.R. 957.
