The Supreme Court held that Section 11(1) of the Bombay Electricity (Special Powers) Act, 1946, does not bar the raising of an industrial dispute despite the government's order to reduce electricity consumption. It clarified that Standing Orders 16 and 17 pertain only to compensation for notice and wages, not for closure compensation, and that Section 73 of the Bombay Industrial Relations Act, 1946, allows for such claims. The Court disapproved the precedent set in Digambar Ramachandra v. Khandesh Mills and distinguished the case from Muir Mills Co. Ltd. v. Suti Mills Mazdoor Union, Kanpur, which dealt with bonus awards.
