The Supreme Court held that under Section 68F(1) of the Motor Vehicles Act, 1939, an application for a permit by a State Transport Undertaking must comply with the procedural requirements of Chapter IV, including Section 57(2). The Court found that the Regional Transport Authority's issuance of permits to the Department, despite non-compliance with Section 57(2), was invalid and thus quashed the orders. The Court emphasized that the Department's application must cover all routes to avoid discrimination under Article 14 and uphold the rights under Article 19(1)(g) of the Constitution.
