The Supreme Court upheld the constitutionality of Section 2(b) and the proviso to Section 4(1) of the West Bengal Tribunals of Criminal Jurisdiction Act, 1952, which allowed the government to declare areas as 'disturbed' for the purpose of special trials. The Court ruled that Article 14 of the Constitution permits reasonable classification and does not prohibit legislation based on such classification. The classification of offenders under the Act was found to have a rational relation to the objective of expediting trials for specified offences, thus affirming the validity of the statute.
