The Supreme Court held that the order of reversion of Parshotam Lal Dhingra from Class II to Class III service did not constitute a reduction in rank under Article 311(2) of the Constitution of India, thus he was not entitled to the protections afforded by that Article. The Court clarified that Article 311 applies equally to both permanent and temporary posts, and the absence of compliance with the procedural requirements of Article 311(2) was not applicable in this case. The judgment overruled previous decisions that had interpreted the provisions of Article 311 differently.
