The Supreme Court held that upon the merger of the State of Bikaner into the new State of Rajasthan, all service contracts automatically ended, and employees were subject to new terms as determined by the new State. The appellant, a District and Sessions Judge, argued that his appointment as a Civil Judge constituted a reduction in rank without the opportunity for a hearing under Article 311 of the Constitution. The Court found that his previous postings were temporary and transitional, fulfilling the covenant's guarantee, thus no reduction in rank occurred, and the High Court's decision was upheld.
