The Supreme Court upheld the validity of the Central Government's notified order under Section 18A(i)(b) of the Industries (Development and Regulation) Act, 1951, which took over the management of certain Sugar Mills due to mismanagement. The Court clarified that the conditions for such an order must relate to the period when management was legally vested in the owner, and these conditions continued to exist until management reverted to the owner. The amendment extending the Controller's management was also deemed valid, as it satisfied the necessary conditions, and the bona fides of the Controller's appointment were upheld unless proven otherwise.
