The Supreme Court upheld the conviction of the appellant under Section 65(1) of the Bihar Waqfs Act, 1947 for failing to prepare and send a budget for the Waqf Estate as required by Section 58(1). The Court ruled that the powers of the Majlis to alter the budget do not violate Article 19(1)(g) of the Constitution, as they are reasonable restrictions necessary for the administration of the waqf property. The Court also confirmed the legality of the sentence, including imprisonment in default of payment of fine, in accordance with Section 33 of the Code of Criminal Procedure and relevant sections of the Indian Penal Code.
