The Supreme Court held that under Section 3(3) of the Preventive Detention Act, 1950, the requirement to report the grounds for detention to the State Government does not necessitate that the specific grounds communicated to the detainee under Section 7 must be included in the initial report. The Court found that the District Magistrate's report sufficiently complied with the statutory requirements by detailing the materials on which the detention order was based. Consequently, the detention was upheld as valid despite the timing of the communication of grounds to the detainee.
