The Supreme Court held that the appellant, a metal examiner in the Railway Carriage Workshop, was an 'officer' under Section 21(9) of the Indian Penal Code and thus a public servant under Section 2 of the Prevention of Corruption Act, 1947. The Court established that a person is considered an officer if they are in the service of the Government and entrusted with public duties, even if those duties are auxiliary to those of a higher officer. The appellant's conviction under Section 5(1)(d) of the Prevention of Corruption Act was upheld.
