The Supreme Court held that the electoral roll for the Ajmer Municipality, as per Section 30(2) of the Ajmer-Merwara Municipalities Regulation, 1925, must allow for the revision of electoral rolls and adjudication of claims. The Court found that the rules framed by the Chief Commissioner, which did not provide for such revisions or claims, were defective. Consequently, the electoral roll published on August 8, 1955, was deemed invalid for conducting elections to the Ajmer Municipal Committee, leading to the upholding of the Judicial Commissioner's order restraining the elections.
