The Supreme Court held that the Rent Controller and District Judge under the East Punjab Urban Rent Restriction Act, 1949, are tribunals within the meaning of Article 227 of the Constitution, thus conferring the Court of the Judicial Commissioner of Himachal Pradesh with superintendence powers over them. The Court clarified that Article 227(1) grants broader powers than Article 227(2), which pertains only to administrative superintendence. The Court found that the lower courts acted arbitrarily by refusing to order ejectment of tenants who failed to pay rent as required, justifying the intervention of the Judicial Commissioner under Article 227.
