Paul, learned counsel for the Varanasi Development Authority (in short VDA) has placed detailed instructions sent by Zonal Officer, VDA, dated 13.05.2026, which is taken on record. On the strength of the instructions, he has raised an objection qua the maintainability of the instant proceeding as the instant writ petition is preferred with the concealment of fact.
