Issue a writ, order or direction in the nature of mandamus commanding the respondent no. 2 to issue the Passport of the petitioner, expeditiously within an stipulated time fixed by the Hon'ble Court, so that the petitioner may go abroad for earning his livelihood by doing the Job as per his skill and talent." 4.
