In compliance of our previous order, a personal affidavit has been filed by Mr. Manish Kumar Verma, currently holding the position of District Magistrate, Prayagraj. In the affidavit it has come to be stated as to how the Branch Manager namely the respondent no. 4 wrote to the authority regarding dues that have remained unpaid at the end of father of the petitioner and as per rules and circulars issued, the One Time Settlement Scheme could not have been made available to the petitioner so the only option left was to attach the property for realization of debt of respondent no. 4. 3.
