A preliminary objection has been raised by the learned Standing Counsel that against the aforesaid order, statutory alternative remedy is available to the petitioner to first of all file an appeal before the appellate authority and thereafter revision before the State Government as per the procedure prescribed under Rules, 1991. 3. In response to the same it is argued by Shri Vijay Gautam, learned Senior Counsel assisted by Shri Navneet Yadav, learned counsel for the petitioner that order impugned has been passed not only in complete violation of principles of natural justice but also in violation of the procedure prescribed under Rule 14 (1) of the U.P.
