The present writ petition has been filed under Articles 226/227 of the Constitution of India praying for issuance of a writ in the nature of certiorari for quashing the impugned finance circular dated 13.09.2024 (Annexure P-8) to the limited extent whereby its applicability has been arbitrarily restricted to the period from 01.10.2018 to 31.10.2021, thereby denying the benefit of advance promotional increment to the petitioner by wrongly adjusting the advance promotional increment granted in lieu of third promotion against the second regular promotion of the petitioner instead of third regular promotion.
