It is contended that the petitioner was initially appointed as S.S. Teacher/Mistress on adhoc basis on 02.02.1994, Annexure P-1, and joined the service on 05.02.1994. The appointment was a stop-gap arrangement in regular scale of pay up to 21.05.1994.
