The allegations against the petitioner are that the petitioner was appointed as Special Police Officer in GRP on 20.08.1994 on daily wages and, thereafter, vide letter ADGP/PAP Jallandhar Cantt No.93- 122/CBPC dated 03.01.2000, he was selected as constable in IRB and vide order No.1805-37/OHC dated 10.03.2000. He was allotted constable No.468 by DIG Police station IRB and his record was sent to the office of IGP/IRB, Patiala for verification. It is alleged that it was reported by the office of ADGP/PAP, Jallandhar that from the file of petitioner, it had been found that at the time of being selected as SPO, the petitioner had shown his date of birth as 01.01.1974 on the basis of which he was selected as SPO on 30.08.1994 and at that time his age was 20 years 7 months and 29 days but at the time of being enrolled as constable, the petitioner had submitted the duplicate certificate showing his date of birth 01.01.1977.
