This petition filed as a PIL raises the alleged public cause of location of an underpass which is being constructed under NH-44, KM 321.600 near Jassian, Jalandhar. 2. This Court is afraid that the matters raised herein concern policy decision which are executed on the basis of reports submitted by technical experts. This Court is neither equipped with nor possessed of with technical knowledge to adjudicate the issue. Since the issue essentially pertains to the sphere of policy and learned counsel for petitioner has not pointed out violation of any statutory or constitutional provisions, this Court declines interference in this petition. 3.
