The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking direction to respondents to Grant him permission to construct a Memorial Gate in the Honour of Martyr Sardar Joginder Singh who attained martyrdom while defending the sovereignty and integrity of the nation in the line of duty on 20.11.1971 while serving in 22 Punjab Regiment during the Indo-Pak War of 1971. 2. The petitioner is real brother of Late Joginder Singh s/o Harnam Singh who attained martyrdom in the line of duty during Indo- Pak War of 1971.
