The petitioner has filed the instant petition under Articles 226/227 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the impugned order/proceedings dated 16.02.2010 to 23.02.2010 (Annexure P-13) in over-riding the recommendation of the three members committee comprising of Additional Deputy Commissioner, Ludhiana, Assistant Commissioner (Gr) Ludhiana and District Revenue Officer, Ludhiana, ordering to appoint the petitioner to Class-III post. Further, seeking issuance of a writ of mandamus directing the respondents to deem appointment of the petitioner as Classs-III employee under (Terror Victim Policy) from 23.08.2010 i.e. the date of his joining as Class-IV employee in accordance with recommendation dated 08.01.2009 (Annexure P-10) of the abovesaid three members committee
