In the present writ petition, the petitioner is praying for issuance of a direction to the respondents to release the salary of the petitioner, which has been withheld by the respondents since March, 2026 till date. 2. Learned counsel appearing on behalf of petitioner submits that the petitioner is presently in a permanent vegetative state and is wholly dependent upon others for all his needs. It is further submitted that since March, 2026, the department has not released the salary of the petitioner. Learned counsel submits that in light of the provisions of Rights of Persons with Disabilities Act, 2016, the petitioner is entitled for grant of salary.
