The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking a writ of certiorari, for quashing the order dated 08.06.2017 (Annexure P-3), issued by respondent No.3, whereby the petitioner has been refused to pay the salary for the post of Executive Engineer (Civil) for the period he worked on the said higher post. Further, a writ of mandamus has been sought for directing the respondents to constitute a departmental promotion committee within a specified period for consider the case of the petitioner for promotion as Executive Engineer (Civil) and pay him the salary for the said post for the period he worked on the said post, and grant him all arrears with interest @ 18% per annum with all consequential benefits. 2.
