The present FIR came to be registered on the basis of an application moved by Jasvir Singh, Dinesh Kumar, Sarwan Kumar and Des Raj wherein the allegations were levelled against Travel Agent Manjit Singh and Parvesh Rani (petitioner) for committing cheating with them on the pretext of sending them abroad i.e. Kuwait.
