The present petition has been filed by the petitioners under Articles 226/227 of the Constitution of India, seeking a writ of mandamus, directing the respondents to step up the pay of the petitioners at par with their juniors i.e. respondents No.4 and 5, in view of the instructions dated 14.03.2017 (Annexure P-7), clarification dated 10.10.2019 (Annexure P-8), vide which it has been decided to step up the pay of general category employees from the date when the junior employees belonging to reserved category were promoted and as per Note 6 of Rule 7 of the Punjab Civil Services (Revised Pay) Rules (Annexure P-15), the pay shall be stepped up to the same cell in the revised pay structure as that of the juniors, and the petitioners may be granted all arrears of pay and other consequential benefits with interest @ 12% per
