Learned senior counsel appearing on behalf of respondent No.7 would contend that initially the petitioners herein were not allotted the plots under the Mahatma Gandhi Gramin Basti Yojna, however, subsequently the land came to vest in the Municipal Corporation, Hisar (respondent No.7 herein). Thereafter, a Scheme named Rajiv Awas Yojna was launched wherein loans at concessional rates of interest were given to those eligible under the scheme for construction of their houses. It is further the contention of the learned senior counsel that all the petitioners have now been covered under the said Rajiv Awas Yojna and had been given the
