The present petition has been filed by the petitioner alleging wilful disobedience/non-compliance with the directions contained in the order dated 20.09.2019 passed in W.P.(C) 11767/2016. In terms of the aforesaid directions, the order dated 11.02.2019 passed by the Disciplinary Authority qua the petitioner was set aside, and a fresh order was directed to be passed. 3. A perusal of the record reveals that an order dated 12.12.2019 came to be issued thereafter. As can be seen from the aforesaid order, the same records the decision of the Disciplinary Authority to communicate the “Displeasure of the Government” to be effective from 11.03.2003, i.e., the date on which a minor penalty of withholding of one increment for a period of two years had earlier been imposed on him.
