However, since the matter is a PIL, the same has to be dealt with on merits. 3. The State of Haryana has filed status report dated 23.05.2024 accompanied by an inquiry report submitted by the Conservator of Forests, Northern Circle, Haryana, Ambala. The report deals with nearly all the aspects of the grievance raised in this petition and states that plantation has been carried out in the Syonsar Forest area as per technically approved management plan and certain indigenous species of trees have also been planted by uprooting the muscat bushes and breaking the underground gravel layer.
