Learned counsel for the petitioners submits that one of the issues raised in the present petition pertains to the appointment of a Returning Officer from the PWD Department for the forthcoming elections of the Municipal Council, Jandiala Guru, Amritsar, which is causing prejudice to the petitioners. 3.
