Prayer in this writ petition filed under Articles 226/227 of the Constitution of India is for issuance of a writ in the nature of mandamus for directing the respondent-State of Punjab to take necessary action against the persons involved in repeatedly highlighted instances of wrongful/illegal availing of the benefit of promotion under the physically handicapped quota on the basis of fraudulently obtained disability certificates. Further direct the respondent-department to identify and then annul the unlawful promotions obtained by various persons under the physically handicapped category, and the eligible persons, such as the petitioner, may be considered for said promotions, and grant all consequential benefits.
