Petition herein is, inter alia, seeking a writ in the nature of Mandamus, for directing the respondents to appoint the petitioner as the Lambardar (SC) of village Guraddi, Tehsil Budhlada, District Mansa. 2. While issuing notice of motion, Co-ordinate Bench of this Court passed the following order on 05.09.2018:- “Inter alia contends that there are a 1000 residents of village Guraddi and as per Rule 19-B of the Punjab Land Revenue Rules, 1909 where there are more than 100 members of the Scheduled Caste in an estate, one additional headman from amongst the Harijans or members of Scheduled Caste would be appointed. It is submitted that there are six other Lamberdars who all belong to General Category and a representation dated 07.09.2015 (Annexure P-1) has also been submitted by the members of community as such, which
