(Oral) The petition has been filed inter alia seeking a writ of mandamus directing the respondents to grant promotion to the petitioner from the post of JBT to that of Lecturer, and the benefit of Assured Career Progression (ACP) scales. 2. Learned State counsel has received instructions from the Department vide memo dated 16.02.2026, which is retained on the case file as Annexure ‘A’. Referring to the same, he contends that the petitioner, who worked as JBT Teacher, was not entitled to promotion as Lecturer as there was no such channel of promotion under the service Rules.
