The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking a writ of mandamus, directing the respondents to count the part-time service of the petitioner rendered before his regularisation as qualifying service for the purpose of pensionary/retiral benefits and consequently grant pensionary/retiral benefits in view of the judgment of this Court dated 31.08.2010 in CWP-2371 of 2010 – Harbans Lal v. State of Punjab and others. Further prayer has been made for holding the petitioner entitled to the pensionary/retiral benefits as applicable to the employees recruited in the Punjab Government service prior to 01.01.2004. 2.
